Under limited supervision, responsible for providing the review of construction plans for issuance of permits, perform inspections, investigate complaints of code violations and assist building official as required. Apply working knowledge of all state construction codes and city ordinances to ensure code compliance through increased awareness and understanding of the intent and purpose of the codes and ordinances. This position involves significant contact with the public, contractors, answering questions, responding to calls, emails, and writing reports.

Essential Responsibilities:
Essential duties listed below are intended as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is similar, related, or logical to the position.
- Review residential plans and surveys for code compliance with Minnesota State Building Code and city codes. Prepare plan review summaries and transmits required revisions to applicant or project architect. Approve issuance building permits.
- Meet with permit applicants, architects, engineers, planners, and developers to clarify municipal codes, construction designs, materials, and practices that will conform to code. When differences are encountered meet with parties and takes necessary steps to insure a positive working relationship, and conformance with municipal codes.
- Conduct inspections for compliance with Minnesota State Building Code along with applicable local ordinances and prepares correction notices as necessary. Issue stop work orders on jobs when directed by the building official.
- Document inspection results within the BS&A system or other inspection record system as directed by the supervisor.
- Provide information and answers questions from the public by phone, computer, in person, or other means.
- Resolve inspection-related complaints by means including, but not limited to, conducting inspections and writing reports.
- Assist customers with interpretations of the state building codes.
- At a minimum, maintain State of Minnesota certification as building official limited and maintains any other applicable national certification(s) held.
- Guide staff and assists the public with interpretations of State Building Codes.
- Perform other duties consistent with the tasks of the position and as may be assigned by the city.

Typical Qualifications:
- High School diploma or GED.
- Completion of post-secondary technical course in building, mechanical and/or plumbing inspection.
- Certification through the Department of Labor and Industry as a building official-limited or ability to obtain within six months of employment.
- Any combination of education and/or experience that demonstrates possession of and competency in the requisite knowledge, skills, and abilities necessary for satisfactory job performance.
- Maintain applicable certification(s) through continuing education.
Knowledge/Skills/Abilities:
- Ability to apply professional/managerial principles and judgement within overall goals/direction established by senior management.
- Ability to handle complex analytic skills and inductive thinking in adapting policies, procedures, and methods to fit unusual and complex situations.
- Ability to manage relationships and matters that require cooperation, explanation and persuasion, or work requiring enforcement of laws, ordinances, policies, and procedures.
- Ability to perform physical tasks encountered during inspections at construction sites, including climbing ladders and entering confined spaces.
- Excellent customer service skills to assist on specialized matters requiring detailed and technical response/explanations. The ability to maintain composure under pressure.
- Ability to communicate complex information into an understandable format.
- Ability to use Microsoft Office and specialized software or applications.
- Ability to manage multiple tasks, meet deadlines, and work effectively under pressure.
- Mathematical aptitude and strong attention to detail.
- Ability to plan and organize work and to quickly and accurately meet deadlines.
Preferred Requirements:
- Work experience with municipal inspections department.
- Certification through Department of Labor and Industry as a building official.
- ICC building, plumbing and/or mechanical inspector certification(s), or equivalent certification(s) from a nationally recognized code organization.
Other Requirements
- Ability to pass a criminal background check.
- Valid MN driver’s license.
- At least 18 years of age.
