Description
- The Code Enforcement Inspector is responsible for ensuring compliance with city ordinances related to property maintenance, zoning, and public health. This position conducts inspections, investigates complaints, and educates residents, businesses, and property owners on code requirements. The officer works collaboratively with other city departments and agencies to maintain community standards and improve the quality of life in Columbia Heights. This position reports to the Community Development Director.

Examples of Duties
-
- Investigate property maintenance, nuisance, and zoning code complaints. Conduct inspections: prepare letters, notices, reports, and follow up on violations to ensure appropriate corrective actions have been taken.
- Assist with re-inspections of properties to verify code compliance at time of sale. Educate property owners on code requirements, assist in finding solutions, provide information, and follow up to verify compliance.
- Conduct property condition surveys and inspection of residential and commercial properties to ensure compliance with property maintenance codes.
- Issue notices of violation, administrative citations, and follow up to ensure corrective actions.
- Maintain clear, accurate, and appropriate records, develop and update forms as needed.
- Coordinate with other city departments including but not limited to the police department, fire department, public works, and legal staff, to address code violations.
- Assist property owners and tenants in understanding and complying with city regulations.
- Work with city attorneys in preparing evidence for code enforcement through court proceedings and appear in court to testify.
- Work with property owners and Hearing Examiners to prepare and present cases at administrative hearings.
- Collaborate with property owners and Hearing Examiners to facilitate compliance and effectively present cases during administrative hearings.
- Participate in community outreach and education programs related to property maintenance and code compliance.
- Research and recommend updates to city codes and ordinances. Aid and assist supervisor in preparing documents for city council meetings.
- Work cooperatively with other public or private agencies.
- Keep current with information on property maintenance and code compliance inspection practices.
- Perform other duties as assigned.

Qualifications
- Required Qualifications
- High school diploma or GED equivalent.
- Valid Minnesota driver’s license.
- One or more years of experience in code enforcement, inspections, property maintenance, or a related field.
- Experience in customer service, conflict resolution, or working with the public.
- Ability to physically navigate various inspection sites, including climbing stairs, walking on uneven surfaces, and working in varying weather conditions.
Desired Qualifications
- Three years of experience in code enforcement, inspections, property maintenance, or a related field.
- Associate or bachelor’s degree in related fields such as public administration, planning, construction management, or law enforcement.
- Certification as a Minnesota Building Official Limited.
- Experience in municipal government or code enforcement.
- Knowledge of Minnesota state building and property maintenance codes.
- Bilingual proficiency in English and another language commonly spoken in Columbia Heights.
- ICC Property Maintenance Certification.
Knowledge, Skills, and Abilities
- Knowledge of municipal codes, ordinances, and property maintenance regulations.
- Strong written and verbal communication skills, including the ability to prepare reports and correspondence.
- Ability to interpret and apply regulations fairly and consistently.
- Strong problem-solving and conflict-resolution skills.
- Proficiency in Microsoft Office and inspection-related software.
- Ability to establish and maintain positive working relationships with residents, businesses, and city staff.
